Why did the MPG on the Toyota Prius drop from the 07 model to the 08 model?

In 2007 the Toyota Prius got 60/51 MPG. Now in 2008 it only gets 48/45. Its still has the best MPG of all comercial cars in the US but it doesn't make sense. Shouldn't these cars be getting better?
20 years ago I walked around with a walkman tape player that held 10 songs on two sides. Now I have an Ipod that holds that hold over 100,000 songs. Am I wrong or were cars getting around 35 - 40 MPG then?
Why have we made such great strides in some areas but it the important areas were at a stand still?
Exact same car. The testing procedure changed for the 2008 model year. ALL cars are measured in a laboratory under a specified driving pattern by the EPA. The new 2008 testing procedures adds in extra testing for higher speeds/acceleration, colder temperatures, and AC use, which the older tests did not. ALL cars, not just the Prius, had their MPG go down in 2008.

20 years ago would've been around 1988. That was before passage of the Clean Air Act in 1992, which put stricter air pollution controls on cars. There have also been newer safety regulations (such as air bags and tire pressure monitors, for example), that have added weight to the vehicles. In general, cars have been getting heavier over the years, with more added standard safety/emissions equipment, and more convienence items on the car. Heavier cars will get lower fuel economy.
