iPods and MP3's

have just bought HP S3644 a reconditioned desktop but my new tft monitor 22" does not work just a black screen?

I have to turn the computer on and off about three times until it works any ideas why.

I think this is a simple bad power cord. It does happen. Try to swap the power cord between the computer and the monitor and see if they work better in that configuration.
